Breaking: Federal government commences recruitment of 500,000 graduates (See how to apply)

Yesterday, The Presidency, announced the commencement of recruitment of 500,000 unemployed graduates, due to the N500 billion social investment programme of the All Progressives Congress, APC-led government. Also, today Vice President, Professor Yemi Osinbajo, will launch Nigeria’s first national home grown school feeding programme.
The Application portal opens officially on Sunday June 11th and it is expected that applications should start coming in from June 12th
A statement, signed by his media aide, Mr. Laolu Akande, from the Office of the Vice President, said the Buhari-led government, would start taking applications online for positions in the 500,000 direct teacher jobs scheme, through a portal, named npower.gov.ng.
This statement read: “It would be recalled that President Muhammadu Buhari in his May 29 Democracy Day broadcast to the nation, formally launched the unprecedented social investment programmes already provided for under the 2016 Appropriation by the administration.
“The 500,000 Teacher Corps, nicknamed ‘N-Power Teach’ on the portal, is one of the three direct job creation and training schemes Nigerians can start applying for from Sunday, June 12.
“Others are N-Power Knowledge which will train 25,000 Nigerians in the area of technology, and N-Power Build, which trains another 75,000 in the areas of building services, construction, utilities, hospitality, catering, automotive vocations, aluminium and gas services. All trainees would be paid for the duration of their training.
“The N-Power Teacher Corps initiative, which will engage and train 500,000 young unemployed graduates, is a paid volunteer programme of a two-year duration.
“Unemployed Nigerians selected and trained will play teaching, instructional, and advisory roles in primary and secondary schools, agricultural extension systems across the country, public health and community education-covering civic and adult education. N23,000 to be paid as salary monthly
“Beside their monthly take home pay estimated at about N23,000, the selected 500,000 graduates will also get computer devices that will contain information necessary for their specific engagement, as well as information for their continuous training and development. They get to keep the devices, even after exiting from the programme.
“According to the plan of the Buhari administration, the N-Power Teacher Corps programme is an invaluable opportunity for young Nigerians to make immense economic and social contributions to the nation, while developing their skills. It will also help to address the problems of inadequate teachers in public schools.
“Also, persons enlisted under the scheme will gain work experience and acquire key competencies through academic and non-academic capacity building programmes intended to improve their competitiveness in the workplace. Their devices will come loaded with knowledge-oriented applications and software that will enable them acquire the skills and capacity.
“Under the N-Power Knowledge scheme, there are three aspects: Creative, Technology Software and Hardware. These three sub-divisions will train 25,000 young Nigerians in all.
“5,000 of them would be trained in Animation, Graphic Design, Post-Production, Script-Writing, all under the sub-division of N-Power Knowledge-creative category.
“The N-Power Knowledge scheme also has a technology category in two aspects: hardware and software. 10,000 Nigerians would be trained, and equipped in the area of software development, including web designer, and another 10,000 in hardware expertise, including repair, maintenance and assemblage of mobile phones, tablets, computers and other devices.
“Also, the N-Power Build category was designed, realizing that the presence of a well-trained and highly skilled youth population in any economy has direct impact on entrepreneurship/wealth creation, which in turn leads to a decline in unemployment.
“N-Power Build is, therefore, an accelerated training and certification (skills to job/enterprise) programme that will engage and train 75,000 young, unemployed Nigerians to build a new crop of skilled and highly competent workforce of technicians, artisans and service professionals.”
School feeding programme for launch today:
This scheme is part of the N500 billion social investment plan, both the federal and state governments are expected to review the strategic plan for the scheme, the event is scheduled to hold at the Old Banquet Hall of the Presidential Villa, Abuja.
This feeding programme is expected to ensure the feeding of over 24 million primary school children. Each child will be given one meal per day in the first year of its operation.
Governors of Borno, Oyo, Osun, Enugu and Kaduna states, and other government representatives and stakeholders from 36 states of the federation and developmental partners are expected to be in attendance.
Plan to run till 2020:
A statement from the Office of the Vice President, says this strategic plans will run until 2020 and forms the foundation of the nationwide Home Grown School Feeding programme.

UNIPORT Updates Portal For 2016 Post-UTME Screening Registration

We earlier brought an information to you concerning the 2016 post-UTME screening of the University of port-Harcourt (UNIPORT) which was advertised in one of the national dailies.
We didn't bring the full details of the advert to you due to the recent development (the scrapping of post-UTME) and the fact that the 2016 post-UTME registration portal of the institution had not been enabled.
Well, it seems the institution is not moved by the FG's directive that post-UTME be scrapped as we have observed that the institution has started updating its online portal for 2016 post-UTME screening registration which is expected to commence June 15th, 2016.
Whatever happens, we will bring you the full details on the screening exercise before the registration commences. That is, if the institution remains keen on going ahead with 2016 post-UTME screening exercise.

Post-UTME Scrap: Institutions Now To Conduct Oral And Essay Screening - Former NUC Boss

A Former Executive Secretary of the National Universities Commission, NUC, Professor Peter Okebukola, has disclosed that the scrapping of Post-UTME means that tertiary institutions will now go back to the agreement NUC had with Vice-Chancellors in 2004 when it introduced Post-UTME which is to screen candidates on oral interview and written essay.
He pointed out that tertiary institutions were not suppose to conduct screening for candidates similar to that of JAMB as that was the part of the agreement guiding the introduction of Post-UTME. He lamented that tertiary institutions have since deviated from that agreement.
According to him, admission seekers are supposed to attain minimum cognitive competence in the relevant subjects in the discipline they wished to study; which is the aspect JAMB examination covers and also attain competence in written and oral English, critical thinking and ability to present ideas in logical sequence which is what Post-UTME should be all about.

Admission Procedure In UNN When There Was No Post-UTME

There is confusion everywhere especially in the minds of university aspirants since the news about scrapping of putme broke out. Everybody is asking how will universities determine cutoff marks or admit students. Before putme was introduced in 2005, universities have been admitting people and bringing out cutoff marks though the system varies in different schools.
Some universities used both Jamb results and o'levels points, some used only Jamb results. We are concerned about UNN and how they used to run admission when there was no putme.
Like I said, before putme was introduced UNN still used to run her admission same way she does now; the only difference is that there was nothing like an average score. As we all know, since the introduction of putme UNN makes use of an average score of putme and utme scores to determine your score for admission. The cutoff marks are determined by general performance in putme.
After the release of primary list, there will be an advertisement for supplementary form in which those that will score 180/200 and above in "PUTME" will be eligible to purchase, fill a lower course that has a lower cutoff mark than your average score and compete with others that will purchase and fill same course with you.
If you do not purchase this supplementary form, you will likely not get admission in subsequent lists called supplementary lists. There is nothing like enrolling your name in a lower course if you do not purchase the supplementary form as a compensation for not being admitted in your original course.
You must purchase the supplementary form for you to be enrolled in a lower course and not everyone who purchases the supplementary form must be admitted in a lower course you fill even when your average score is above the cutoff mark of that course you will fill, its mostly by merit for those with high scores, sorting with money for those who can afford it and also luck.
Now you have understood how UNN runs admission with putme, lets discus how UNN used to run admission without putme.
Like I said, there is no much difference. After utme (Jamb) is written, UNN maps out cutoff marks for different courses which they dont make public.
The cutoff marks are determined based on the general performance in utme. The better people perform in utme, the higher the cutoff marks and vice versa.
After the release of primary list, there will be an advertisement for supplementary form in which people who score 180/200 in utme (Jamb) and choose UNN in utme will be eligible to purchase.
During my own time when there was no putme, I entered UNN through supplementary by purchasing supplementary form then because I was cut off from my original course since I didn't score up to the cutoff mark.
There was nothing like enrolling you into another course no matter what your score would be, you must purchase a supplementary form. Sorting of admission with money was very common then.
Now the latest news about putme says it will be oral/technical screening and essay writing, NOT written putme. We will keep you updated which ever one that will be abducted this time around and how it will be.

Can This UNIABUJA Method Of Screening Candidates Work In Other Schools?

This post was originally posted on one of the online forums.
I had to lift verbatim to avoid mis-representation. The post reads;
Following the recent scrapping of Post-UTME by the Federal Government, a lot of people have been asking how schools will screen students without the Post-UME exams, the purpose of this thread is to explain how that is done in University of Abuja which hasn't had a Post-UME exam in 3 years.
The first thing we need to realize is that an Exam is different from a Screening. In University Of Abuja, there are no forms, just a screening exercise. What does this involve?
Students who applied for the school in JAMB and have met requirements (minimum of 180 in JAMB and a Credit in Maths and English including subjects relevant to your course choice) will come for the screening with their credentials. At the screening, they present their results and answer a couple of questions (orally) based on your applied course (usually basic knowledge questions) after which they await the result of this exam.
This usually means getting admission from JAMB directly (first list)...and then 2 subsequent lists from the school.
Now, here's the catch. Getting the admission doesn't mean you're home free. Thousands are usually given this admission into 100 level, but they don't get an Admission letter from the school in their 100 level, because a second screening happens in 200 level.
If a student is unable to finish 100 level with a CGPA of 2.5 (3.5 in Medicine), he or she will be screened out of the school. Only those who achieve this mark remain in 200 level and are subsequently given the school's Admission letter.
Before the collection of this letter, it's safe to assume that you're not fully a University student until the end of this period of probation.
This screening usually leaves the school with at least half of the initially admitted students which is the needed population.
So, that's the University of Abuja model....I don't know how effective it will be in other schools.
UNIABUJA Students, can you please confirm this. If this is true do you think it can work in other schools?

Scrapping of Post-UTME a Calamitous Mistake – Afe Babalola

Elder statesman and lawyer, Aare Afe Babalola (SAN) has described the scrapping of the post-Unified Tertiary Matriculation Examination (post-UTME, otherwise called post-JAMB) by the Federal Government as a “calamitous mistake.”
The founder of Afe Babalola University, Ado Ekiti (ABUAD), said he was “more than shocked by the announcement” from the Minster of Education, Mallam Adamu Adamu, that post-UTME as part of the qualifying procedure for admission into Nigerian universities, has now been cancelled.
On governance, he called for a return to regionalism and parliamentary system of government, saying for Nigeria to come out of its myriads of socio-political and economic problems, it needs a restructuring that would make the regions stronger and control their resources.
Babalola, who was in the vanguard of those who canvassed for the qualifying examinations as the Pro-Chancellor of the University of Lagos, said: “This, to me, is nothing but a most calamitous mistake, which poses danger and an irreversible adverse effect on the quality of education in this country.”
He said he was particularly surprised and worried that such a far-reaching decision could be taken without due and adequate consideration for how the concept of the post- UTME came into being.
“It is rather unfortunate that human memory is very short. In 2003, it was discovered by university administrators in this country that many of the students admitted into Nigerian universities through JAMB were not only academically deficient, they could also not justify the high marks scored in JAMB examinations.
“Cases abound whereby JAMB examination papers were being openly compromised and sold to students at examination centers, while some examination centers, mischievously dubbed miracle centres, were openly, but unofficially designed to guarantee high marks for some candidates.
“The most pathetic aspect of this perfidy is that we later found out that most of these students with such high marks were unable to cope academically upon their being admitted to the universities.”
He added: “It was at this point of this national embarrassment that the Committee of Pro-Chancellors of Nigerian Universities, under my chairmanship, met in Abuja, x-rayed the cankerworm and recommended to former President Olusegun Obasanjo that JAMB should be scrapped, because the integrity of its examinations has been called to question.
“I must stress at this point that the introduction of post-UTME was not decided by the Committee of Pro-Chancellors of Nigerian Universities alone; the matter was thrown open, with contributions from stakeholders and interested and concerned members of the different strata of society.
“However, government in its wisdom, decided to adopt a middle-way approach to the matter by saying that JAMB should continue to be and conduct its business of qualifying examinations to tertiary institutions in Nigeria, while post-UTME should be introduced.
“This translates to the fact that JAMB will be used as the basis for admission into Nigerian universities, but the universities are free to conduct screening exercises, which include administering questions in relevant courses, for their would-be students.”
According to him: “The post-UTME had proved to be a veritable quality control measure, which I believed had been working and working well.
“For example, the first post-UTME we conducted at the University of Lagos, where I was then the Pro-Chancellor and Chairman of Council, yielded positive dividends.
“There was this student with a very impressive result, who applied to study Law. Since English Literature was and still central to the admission of students to study Law, he was asked if he knew a novel called Things Fall Apart and he answered in the affirmative. We then asked him if he knew the author.
“The hall was filled with consternation when the young man named the late Gen. Sanni Abacha as the author of Things Fall Apart.
“With the above scenario, it became crystal clear that Nigerian universities were no places candidates should come to with compromised and procured results.
“This singular example underscores the place and import of the post-UTME, which is being touted as having been cancelled. As a result of the introduction of the post-UTME, the quantum of students who were asked to withdraw, because they could neither defend the high marks they were parading nor cope academically upon admission, dropped considerably.
“Besides and in any event, those who were using JAMB to get jumbo marks also reduced, while JAMB and its results became more credible.”
Babalola said with the innovative measures introduced by JAMB’s Registrar, Prof Dibu Ojerinde, to re-invent the examination body, its results have become a lot more credible.
“It must be emphasised that every university has the right to screen the candidates it wants to admit.
“It also has the right to embark on other exercises, whether written or unwritten, to make it and its products stand out.
“For example, in the University of Oxford, any student applying to study Law is mandatorily required to take the Law National Aptitude Test (LNAT). Any student applying for Biomedical Sciences must take Biomedical Admissions Test (BMAT). Any student applying for Chemistry must take Thinking Skills Assessment (TSA), while any one applying for Classics must take Classics Admission Test (CAT).
“However, such universities should not set out to profit from such exercises, as they are not money-making ventures. Students should only be made to pay minimal fees to cover the cost of papers and other logistics, like we do in our university, where each student pays only N10, 000 for the post-UTME.”
He also called for the convocation of a sovereign national conference, where the “the fundamental flaws of the 1999 constitutions will be corrected.”
The legal luminary, in an exclusive interview with The Guardian, noted that so far as the country continues to run a powerful central government, the constituent units would continue to be weaker and unproductive.
He specifically called for a conference with the mandate to discuss how the regions would be the centre of administration.
Babalola, who disclosed that he had attended three constitutional conferences in Nigeria, regretted that reports of those conferences were never implemented.
“We have to revisit and revise our constitution, which to me, gives us what can be described as semi-unitary government.
“We should go back to what it was in the post-independence era, where we had strong regions and a weak centre, a development which allowed each region to develop at its own pace and the attendant healthy competition and rivalry.
“This time around, the six geo-political zones in the country should be allowed to develop the resources in their respective domains and used the proceeds to enhance the development and welfare of their people, like it was immediately after independence,” adding that the current presidential system is too expensive and allows for corruption.
He noted: “I still stand by my earlier position that we should run a parliamentary system of government, as we did immediately after independence in 1960.
“For obvious reasons, the parliamentary system is cheaper to run. It will checkmate the scandalously and damnably high cost of governance for which Nigeria has earned the notorious and unenviable accolade of being the most expensive democracy in the world.
“During Nigeria’s first republic, legislation was part-time and cost of governance was minimal as legislators only went to the centre for meetings when the need arose.
“The same could be tried again with the cost of the princely accommodation, exotic automobiles and frivolous allowances freed for use for some otherwise worthwhile and beneficial programmes to the people.

Is Scrapping Of Post-UTME Good OR Bad? - Debate Here

Mixed reactions have trailed the scrapping of Post-UTME by the Federal Government since it was announced yesterday.
As disclosed by the JAMB Boss, Prof Dibu Ojerinde, after the Combined Policy meeting yesterday,“There won’t be any written post-UTME but institutions can screen candidates. It is a necessary thing to screen the candidates.
"We agree and the Minister of Education also agrees but the issue of taking another examination is no longer going to happen.”
While some have seen this development as a good one, some others have out-rightly kicked against it.
Now to you Myschoolers, what do you think about this development? Keep your contributions real and precise.

The Deputy Registrar Information, Toyin Adebule, disclosed this in an interview with the News Agency of Nigeria (NAN) in Lagos.
He spoke on the heels of mounting pressure from candidates who chose UNILAG as first choice, waiting to sit for the examination.
According to Adebule, the department in-charge of admission will work out all the necessary modalities before announcing the date to all concerned.
NAN reports that some state and federal universities have started announcing dates for post-UTME examination in their respective institutions.
“No date has been fixed for our Post-UTME for now. The official in-charge of admissions is to attend a stakeholders meeting where the national cut off for admission will be decided.
It is only after then that she will come back and sit with the UNILAG admissions committee to deliberate on the outcome of the meeting. After critical deliberations, the committee’s position will be presented to the university authorities for approval.
It is only after all these logistics are put in place that we can decide on an appropriate date for the post-UTME examination,” Adebule said.
He, therefore, urged all qualified candidates who made the institution their first choice during the 2016 Computer Based Test (UTME) to constantly visit the institution’s website for updates.
The Deputy Registrar said whenever the management fixed the date, it would also reach out to the candidates through the media.
