FG overrules JAMB on admission policy

The Federal Government has overruled the Joint Admissions and Matriculation Board on its new admission policy that recently sparked protests in parts of the country.
The Permanent Secretary, Ministry of Education, Mr. MacJohn ‎Nwaobiala‎, disclosed this to State House correspondents on Tuesday after briefing President Muhammadu Buhari of his ministry’s activities and challenges at the Presidential Villa, Abuja.
JAMB, had at its 2015 Combined Policy Meeting adopted a policy, whereby candidates of universities with surplus applicants for the Unified Tertiary Matriculation Examinations are reassigned to other universities with lower number of applicants than their capacities.
Protest started at the University of Lagos when the institution’s authorities announced that only candidates whose names were officially forwarded by JAMB are eligible to participate in the institution’s Post-UTME.
Nwaobiala told reporters that the decision was jointly taken at a stakeholders’ meeting that had parents and others in attendance.
He said because of the dust raised by the development, the Federal Government had commenced consultation with the aim of identifying where adjustments could be made.
He however said students that made the cut off marks had been directed to go and write post-UTME examinations in their schools of first choice since that was the bone of contention.
Nwaobiala said, “This JAMB thing has been there. As the policy making body, when these issues were raised, they raised in a stakeholders meeting. We normally have what we call the policy meeting. Everything about admission are discussed with parents and other stakeholders at the meeting.
“These are decisions that we collectively took. However, we have a listening ear. We have taken a lot of the issues raised into consideration and we are consulting to see the adjustments we can make here and there.
“The directive has been given. All the students that made the cut off marks have been told to go and write post-UTME examinations in their schools of first choice. After, they can go to their schools of second choice. That has been the bone of contention.”
On the threat by the West African Examinations Council to withhold the results of candidates in 19 states who wrote the May/June 2015 WASSCE following unpaid examination fees by the state governments, Nwaobiala appealed to states to fulfill their promises.
“The Head of WAEC has briefed me about it. It is so sad. States pledged to pay on behalf of these students and WAEC took them on based on the pledge.
“Now when it comes to the time to pay, it becomes a challenge.
“We will appeal to the states to see this as very important. A promise to a child is very important and it must be implemented,” he said.
Nwaobiala also said that at the meeting with Buhari, the President frowned on some state governments who had failed to pay teachers salaries for months.
He said the President observed that the situation was not good for the nation’s education sector.
“The President raised the issue of non-payment of teachers’ salaries in some states. He felt it is something that is very unfair. Do you prefer your people to be ignorant?
“Some teachers have not been paid for six months in some states, some have not been paid for one year. The President felt very concerned about that,” he added.
Nwaobiala also told reporters that Buhari also expressed concern over the poor rating of Nigerian universities among their peers around the world.
He however said his team explained to the President that some of the ratings were misinterpreted ‎as the rating of Nigerian universities had actually improved.
The Permanent Secretary identified one of the major challenges of the ministry to include the return of school children displaced by terrorist activities in the country, while getting more children into school.

Robbers attack Ebonyi varsity female hostel

Suspected armed robbers have attacked female students of Ebonyi State University (EBSU), Abakalki in their hostel close to the College of Agricultural Sciences (CAS), injuring three students and two security men.

Daily Sun gathered that the hoodlums forced their way into ‘Oduoye Hostel’, a female hostel, situated outside the campus at about 1am.

It was learnt that two security men at the gate of the school were injured by the robbers; a situation which made others to run into hiding for safety.

According to eyewitness, “We were already asleep when we began to hear strange movement and noise, only to discover that robbers have invaded our hostel. They were entering rooms one after the other attacking and dispossessing people of their belongings, including phones and laptops.”

Dean, Students Affairs of EBSU, Prof. Hillary Eze, confirmed the incident, but noted that the robbery operation was quelled through prompt intervention of security agents.

“There was a robbery incident at one of our hostels. The robbers forced themselves into some rooms, which means the burglarproofs were forcefully removed, doors broken and students were attacked. I think by our calculation, about 16 phones and two or three laptops were made away with by the robbers, while security men on duty were also manhandled.”

He described as untrue that robbers shot some security men, saying the robbers only attacked the students and the security men with cutlasses just as he denied that four students were abducted

Prof. Eze, who said the three female students and two security men were injured, added that they were immediately rushed to the state police clinic by the policemen deployed to the scene and had been treated and discharged immediately.

The state Police Public Relations Officer (PPRO), DSP Chris Anyanwu, when contacted, said he could not confirm the robbery attack because he was away on official duty at Abuja.

Nigerian Breaks Academic Record At Russia Medical University

A Nigerian student has achieved the highest grades at a Russian National Research Medical University, Moscow (RNRMU).
9jaSchoolGist that the 24-year-old Nigerian, Dr Victor Olalusi, has made history at Russian National Research Medical University, Moscow (RNRMU) has done the nation proud by becoming the first in the world to make a Grade Point Average of 5.0.


For his effort, the Federal Ministry of Education on Wednesday in Abuja honoured Dr Victor Olalusi.
Olalusi, who was the best graduating student in the whole Russian Federation in 2013, studied in RNRMU under the Russia-Nigeria Bilateral Education Agreement.

Speaking at the event, Dr MacJohn Nwaobiala, the Permanent Secretary in the ministry said a lot of Nigerian students were brilliant but Olalusi was a genius.
He said Olalusi had become an ambassador not only to the ministry but to Nigeria and Russia.

“We have to search the Guinness Book of Records for anybody who has achieved 5.0 in a university. It is curious and strange that all those that evaluated his performance could not find reason to reduce a point from him.
“You should be the ambassador of the Federal Scholarship Board, Ministry of Education, Nigeria and the Russian Federation.
“I look forward to the day you will stand before the President to receive your honour. We have recommendations to that effect, ’’ Nwaobiala said.

He then urged Olalusi to continue to be a role model to young Nigerians and also called on him to explore opportunities in post graduate research.

In her speech, Mrs Ifeoma Agunwa, the Director, Federal Scholarship Board, said Olalusi made 5.0 GPA in all the courses he took in the seven years he studied Medicine in Russia.

She said “Olalusi never had a 4.99 GPA. Even in the Russian language class, he did not fall below 5.0.”

In her citation on Olalusi, Agunwa said he ranked as one of the best students in the faculty which handed him a place in RNRMU’s Hall of fame for academic excellence.

She said that Olalusi had registered with the Medical and Dental Council of Nigeria and had the compulsory one-year housemanship training at State Specialist Hospital, Akure, Ondo State.

According to her, he is presently going through the compulsory National Youth Service scheme in Rivers.

Mr Artem Romanov, who represented the Russian Embassy, said that Olalusi’s feat was very significant for everybody in Russia.

Romanov said “Nigeria is blessed with abundant human potential which is officially acknowledged in Russia.

“It has been acknowledged in the Russian Ministry of Education that Nigerians have a lot of exceptional talents. Genetically, Nigerians grasp knowledge easily.
“Olalusi is a hardworking person. It is not easy to achieve such in Russia; it goes with talent and hard work.

“I urge you to engage your knowledge in the development of your father land.”
While showing his appreciation, Olalusi thanked God for his rare feat and also commended the Federal Government and the Scholarship Board for the opportunity given to young Nigerians to distinguish themselves.

Mr Olarewaju Olalusi, the father of Olalusi, said that his son’s achievement was as a result of hard work.

Olalusi said his son did not attend high class schools but normal public schools which spoke volumes of the standard of education in Nigeria.

He then urged parents to monitor their wards closely and make sure they were not distracted from their studies.

Four students of Moshood Abiola Polytechnic (MAPOLY), Ojeere,Abeokuta have been killed during a cult clash between two cult groups.

Some people believed to be cultists have allegedly killed four students of Moshood Abiola Polytechnic, Abeokuta, Ogun State.
Vanguard gathered that one Muraina Ibrahim, popularly called Elebe of ND II, Computer Engineering Department, was killed last Wednesday along the popular sap route, while another ND II student of Mass Communication Department, simply identified as Demola, was last Saturday killed along MacJob Street at Fowobi area of the state capital.

The identities of the two other victims were yet to be ascertained at press time, but one of them was reportedly killed at Mango area of Oluwo, also on Saturday, while the other was killed at Iyana Oloke.

Findings have shown that Eiye and Buccaneer confraternities had been locked in a supremacy battle in the areas.
Contacted, Public Relations Officer of the institution, Sulaiman Adebiyi, denied that the dead students were MAPOLY’s.
He said he was aware of the death of two persons, whose identities had not been confirmed as MAPOLY students.
Confirming the incident, the Police Public Relation Officer in the state, Muyiwa Adejobi, said eight persons, suspected to be cultists, had been arrested in connection with the killings.

The PPRO explained that police had been facing security challenges at Onikolobo and some other areas of the state, adding that students should not abuse their status to get involved in cultism and attack police officers.

He said: “We have been facing security challenges in Onikolobo for some days because of some suspected cultists clashing in the area and we would not fold our arms and allow breakdown of law and order.

“We will continue what we have to do within the ambit of the law and any cult member found would be dealt with.
“If the students feel the police are not doing the right thing, they should follow the procedure and not staging protest.
“We have our targets, we know who we are looking for, we know the black spots and we will fish them out. Any student wrongly arrested would be released after being questioned.”
Meanwhile, palpable fear has gripped residents of Oluwo and Adigbe areas of Obafemi Owode Local Government Area of Ogun State.

The areas which are largely dominated by students of Moshood Abiola Polytechnic, Ojeere, Abeokuta, have turned a ghost town, following onslaught by police.
When Vanguard visited the areas, many of the houses were under lock as students had fled their hostels for safer areas.

UI Post UTME: Check Whether You are Eligible to Apply – 2015

Authorities of the University of Ibadan (UI) have released the names of candidates eligible to participate in their 2015/2016 academic session post UTME screening exercise.
Due to recent JAMB guidelines on admissions in Tertiary Institutions whereby JAMB Shortlists UTME Candidates, those who applied for admissions into first degree programmes in University of Ibadan (UI) and scored 200 and above should check for their names in the University’s web portal ( http://admissions.ui.edu.ng/) to confirm if they have been shortlisted for Post-UTME by JAMB.
There have been complaints by candidates who chose the University of Ibadan as their first choice but have been unable to log-in into the admission database.
Please note that all the candidates sent to us by JAMB will be able to log-in. For those unable to log-in, please make a direct complaint to JAMB via the JAMB website.
Be assured however that the University of Ibadan has complained formally to JAMB in this regard. You will be updated on this website of any new development.
In view of this, please note that no date has been fixed by the University Administration for the post UTME.

The Joint Universities Preliminary Examinations Board (JUPEB) is aware of the following fraudulent messages circulating:
Phone calls from fraudsters to parents/guardians of candidates who sat for the 2015 JUPEB Examinations, asking them to pay various sum of money into Bank Accounts at UBA, GTB and others, to assist their children/wards who have failed the 2015 JUPEB Examinations.
Some statistics indicating that there is mass failurein Mathematics and Chemistry in the 2015 JUPEB Examinations, ascribed to one Head of National Office.
Candidates of JUPEB, parents/guardians, and members of general public are implored to note that:
there is no iota of truth whatsoever in the requests for money ‘to assist children/wards who have failed the 2015 JUPEB Examinations’. The Results of the 2015 JUPEB Examinations are yet to be concluded, let alone released.
JUPEB is yet to release any result or statistics on the 2015 JUPEB Examinations concluded on June 25, 2015.
There is no Head of National Office in JUPEB.

IBBU Post-UTME/DE 2015: Date, Cut-off Mark, Eligibility And Registration Details

This is to invite all candidates who chose IBB University, Lapai, as their Most Preferred Institution (First Choice) in the 2015 Unified Tertiary Matriculation Examination (UTME) and scored as follows:
i) 180 and above for Sciences, Agriculture, Languages, Education and Arts; and Sociology

IBBU Post-UTME/DE 2015: Date, Cut-off Mark, Eligibility And Registration Details

This is to invite all candidates who chose IBB University, Lapai, as their Most Preferred Institution (First Choice) in the 2015 Unified Tertiary Matriculation Examination (UTME) and scored as follows:
i) 180 and above for Sciences, Agriculture, Languages, Education and Arts; and Sociology
ii) 190 and above for Management and Social Science Courses; and Mass Communication
iii) Direct Entry Candidates who have Upper Credit or its equivalent to log-on to our portal (www.ibbu.edu.ng) for online verification of their O’Level Results (i.e. WAEC, NECO, NABTEB and NCE/Diploma/IJMB.
All eligible candidates are therefore required to visitwww.ibbu.edu.ngfor the Exercise between 29th July and 12th August, 2015. The online screening exercise is in three stages as indicated below:
Stage 1: Candidates are required to do the following on the Post UTME Portal:
 Enter their JAMB Registration Number to confirm if they are eligible. If eligible;
 Choose a bank form a drop down list
 Enter the number of results you wish to submit for verification (maximum of 2 sittings for O’Level results).
An acknowledgement/confirmation slip will be generated with the following information on it:
 Candidate JAMB number and Name
 Bank , Account Name and Account Number
 Number of Results and Amount due for payment
Stage 2: Candidates are to proceed to make payment using the information contained in the acknowledgement slip above.
Stage 3: – Candidates who have completed the second stage of the screening should proceed to the third stage after 48 hours of making the stipulated payment by logging in their JAMB Registration Number, teller number and O’/A’ Level results. Candidates are advised to correctly input their results.
NOTE: Candidates results will be screened for eligibility of admission based on the following:
 The University Admission will only be based on the NUC carrying capacity for this University. Therefore, relative
merit will be strictly applied in the context of the quality of O’/A’Level Results and UTME Score.
 Authentication of their O’/A’Level results by the University.
 Must have the appropriate credits in subject combination of the Course applied for including English and Mathematics, as well as the right combination in Jamb exams.

JAMB has become promoters of private varsities – ASUU

Chairman of ASUU,UI chapter,Prof.Segun Ajiboye,has alleged that investors in private universities are using the JAMB to promote their schools.
Ajiboye, who spoke in Ibadan on Tuesday on the re-allocation of candidates by JAMB to ‘needy’ institutions, said JAMB relevance had been undermined when universities in Nigeria began to decide the student they could admit through the post-UTME tests. 

Ethno-religious Violence Nigeria needs Ministry of Peace — UNILORIN VC

The Vice Chancellor of theUniversity of Ilorin(UNILORIN), Prof.AbdulGaniyu Ambali, has called for the establishment of a Ministry of Peace and Reconciliation in Nigeria.
Ambali said this while speaking with reporters in Ilorin last week.
The Vice Chancellor said the ministry will be important in dousing incessant ethno-religious violence in the country.
"The Ministry of Peace is already in operation in countries like Costa-Rica and Denmark among others and you can see the results," Ambali said.
"What is wrong if we have the same thing here in Nigeria?"
"Having a full-fledged Ministry for Peace would not be a bad idea as it would be in line with the practice in countries like Denmark and Costa Rica among others that are known for peace in the world today."
He added that "universities can introduce it as a compulsory module for their students to institutionalize it here"
The Vice Chancellor urged the government to find a holistic solution to the security challenges in the northern part of the country.

"There Are No Jobs" It's not true that Nigerian graduates are unemployable — Prof Adikwu

Nigerian graduates are well trained and employable but there are no jobs for them, says Vice Chancellor of theUniversity of Abuja(UNIABUJA), ProfessorMichael Adikwu.
Speaking at a forum of the News Agency of Nigeria (NAN), held in Abuja, Adikwu said the problem is not the quality of graduates but the availability of jobs.
"They say well our graduates are not employable, that's not true; the issue is that there are no jobs," he said.
"So, the issue is not that they have not been taught; they have been taught."
According to him, graduates are supposed to acquire the practical aspects of their training on the job.
But the jobs are not there for them.
"Most things people do are learnt on the job and not in the classroom.
"No doctor will tell you that he or she became a surgeon in the classroom; you do the theory and then the practical in the field."
In a related development, the Vice Chancellor revealed that the institution is set to hold its first convocation in six years.
Over 12,000 graduates have been graduated within the period.

Post UTME Redistribution We're saving students from universities’ money-making machine — JAMB

The Joint Admissions and Matriculation Board (JAMB) has said its decision to redistribute candidates is to save them from universities’ money-making machine.
According to the head of JAMB, Lagos, Dr. Beatrice Okorie, the new admission policy saves students the trouble of paying for post-UTME exams at institutions that will not admit them.
“If we had not done that, many of these candidates would have fallen prey of the universities’ money-making machine, that is, the post-UTME without securing admission even with their high scores," Okorie said in aVanguardreport.
She said with the redistribution, candidates have a better chance at securing admissions without hassles.
“What we have done is to look at those who have not met with the cut-off points of UNILAG based on merit, catchment areas and the educationally less disadvantaged areas, but who have chances of securing admission in other federal and state universities and push them there to write post-UTME tests," she added.

She noted that candidates can from Monday 3rd of August begin to check where they have been posted to on its website.
Okorie also strongly condemned universities who use the post UTME as a money-making exercise.

“The 2015 UTME candidates are to check JAMB’s website on Monday, August 3, for the list and the universities they have been redistributed to," Okorie said.
Here is how candidates can check the university they have been posted to:

2.At the homepage, click the first option under the '2015 UTME' section which says"Check Where you have been posted for Admission"
3.In the dialogue box that appears, type in yourRegistration number
4.Click on the"Check Where you have been posted for Admission"tab
5.The portal will display your posting which you can print.
It will be recalled that the examination body had decided to redistribute candidates who scored below the cut-off marks required by the universities they chose as their first choice in the 2015 UTME to required institutions that need them.

SERAP, a non-governmental Organization, has sued the Joint Admissions and Matriculation Board and the University of Lagos (UNILAG) over the controversial cut-off marks set for admissions.

TheSocio-Economic Rights and Accountability Project(SERAP) is seeking an order stopping JAMB, UNILAG and others from implementing the 250 score benchmark which is far above the 180 score set by JAMB as the nationwide university admission cut-off mark.
In a suit number FHC/L/CS/1139/2015, filed on Monday at the Federal High Court on behalf of SERAP and three applicants affected by the decision, Adeola Hammed Ayobami; Abass Ololade; and Abass Ajibola, by Adetokunbo Mumuni, it was argued that the decisions break Act establishing JAMB.
"The provisions of section 5(1) (c) (iii) of the JAMB Act are very clear and unambiguous," the suit read.
"The letter and spirit of the provisions is to ensure that the preferences of candidates in terms of the university they choose to attend are sacrosanct.
"Even a contrary or adverse decision by individual university cannot override decision made pursuant to the provisions of section (5)1) (c) (iii).”
SERAP wants the court to declare that the respondents' decision to raise the cut-off marks from the officially announced 180 to 250 is a direct violation of section 5(1)(c)(iii) of the JAMB Act cap 193 of the laws of the Federation which goes against the choices of the 2nd-4th applicants and all other candidates in the country.
The body also asked for “An order directing the respondents individually and/or collectively to reverse the decision to increase the cut-off point to 250 after stating publicly that it would be 180 and to fully and effectively implement the publicly announced 180 cut-off point.
"An order restraining the respondents individually and/or collectively from going ahead to implement the decision to increase the cut-off point to 250 instead of the publicly announced 180 cut-off point."
Joined in the suit, besides UNILAG and JAMB, are the permanent secretaries of the Federal Ministries of Justice and Education.
A date has not been set for hearing of the suit.

Registration for the Post UTME screening commences immediately. Follow these steps:
To make payments, candidates are advised to obtain the e-Tranzact PIN Code from. You can register from your state by following the procedure below.
Any candidate who fails to participate in the Online Result Screening Exercise would not be considered for admission into The Federal Polytechnic, Bida during the 2015/2016 academic session.
1.Asfrom Friday, July 31, 2015, Visit any branch of the following banks: Access Bank, UBA, Eco Bank, Mainstreet Bank, Sterling Bank, Unity Bank, Zenith Bank and First Bank. Please make sure you go along with your JAMB Registration Number because you will be asked.

2.In the bank, walk up to the customer care and tell the person on seat that you want to make E-Tranzact payment for The Federal Polytechnic, Bida Post UTME. On successful payment, you are expected to collect a copy of the teller of payment and the E-TranzactPINCODEslip.

Please ensure you keep these two safe.
You are to pay One Thousand, Nine Hundred and Fifty Naira only (₦1,950).
3.Afterwards, you are to proceed to the nearest cybercafe with all necessary credentials as highlighted above for the Post-UTME registration.
4.In the cafe, visit theFederal Polytechnic Bida Post UTME Page: http://fedpolybida.edu.ng /postume.asp
5.Enter Your UTME Registration Number in the first box.
6.To confirm, enter Your UTME Registration Number again in the second box.
7.Enter the PINCODE and click the submit button.
8.Fill the form you see appropriately. You are required to upload your O’Level Results obtained in not more than two sittings upon completion of the registration. Candidates who areAwaiting Results(AR) are also free to participate but should indicateARin the O’Level Result column. On completely filling the form, Submit.

UNIPORT Rank 1st In Nigeria, 6th In Africa

The University of Port Harcourt has been ranked the sixth in Africa and the first in Nigeria by Times Higher Education (THE), a United Kingdom-based authoritative source for information about higher education.
Placed behind four South African universities and one Ugandan university, UniPort made the cut following the number of papers presented over a period of time.
In this chart by world’s most trusted rankings provider, THE, it reveals the first glimpse of future Africa University Rankings.
“The university rankings provider has revealed the top 15 universities in the region, based solely on their scores for research influence – in other words, how much African universities’ research papers are referred to and cited by other academics across the globe,” THE said in a statement.
The research institute noted that: “To be included in this future-gazing table, an institution must have published a minimum of 500 research papers in the five year period assessed with at least 50 papers per year,” it said.
University of Port Harcourt was the only Nigerian university ranked in the top 15. The full table, which contains the top 30 universities in Africa, will be revealed at the inaugural Times Higher Education Africa Universities Summit, which is billed to take place on 30th and 31st July at the University of Johannesburg.
“As the first major public consultation on the future THE Africa University Rankings, academic leaders and opinion formers will discuss plans for a full and comprehensive ranking for the region.

REGISTRATION PROCEDURE
1.With the PIN Code, candidates should access and complete the University of Uyo Post-UTME Screening Test Form online at http://www.uniuyo.edu.ng .
From the Students E-Portals Solutions navigation menu apply the following steps:
Click the Post-UTME e-Portal Link (Account login menu bar)
Select the Post-UTME Account login link
Login with your UTME registration Number and PIN Code.
Fill the Post-UTME form and upload a recent passport size/photograph scanned, withred background. Webcam photograph will not be accepted.
Submit the online application form and print out a copy of the examination schedule slip.
Print out a copy of the examination schedule slip in colour.
Note:(i) The same passport photograph used for the online registration will be used during the Screening Exercise and for registration after the offer of admission.
No complaint of wrong Bio-Data or blank photograph will be entertained after submission.
(iii)Candidates who up-load wrong bio-data will automatically be disqualified.
Only colour print out will be accepted.
No GSM handset, calculators or any other extraneous materials should be brought into the screening halls.

It would be recalled that over 59,000 candidates who applied for admission into the University of Lagos through the Joint Admission and Matriculation Board (JAMB-) were rejected by the school management. This was irrespective of the fact that majority of the students scored above the Board’s cut-off mark. Such candidates can now check the school they have been re-signed to.

JAMB Cancel New Admission Policy

The Joint Admissions and Matriculation Board, JAMB has cancel its new policy adopted on July 14 to re-signed candidates to universities.
JAMB’s Public Relation Officer, Mr. Benjamin Fabian who promulgate this to 9ja School Gist said: ”Candidates should go and write the post-UTME in their institutions of first choices.”
He, however noted that after the post-UTME in their universities of first choice, if necessary, JAMB is still going to redistribute them.

He said: “When they write the post-UTME in the schools of their first choices, they may wish to consider the other places we have taken them to for admissions.
”The reason is that if they don’t get admission in their first choices institution, they will get in the second.”

He explained that JAMB’s effort in redistributing candidates was only geared towards helping candidates of over-subscribed institutions gain admission to other federal or state universities rather than wasting their scores.
You will recalled that JAMB had last week announced its new policy to redistributes candidates to universities other than their first choice.

The development which generated sharp criticism from stakeholders almost paralysed some of the most sought after universities in the country.

In Abuja Nigerian graduates globally competitive, says Unilorin VC

The Vice-Chancellor ofUniversity of Ilorin(Unilorin), Prof.Abdul Ambali, has said thatNigeriangraduates are competing favourably with their peers from across the world.
Ambali said that Nigerian graduates were able to compete favourably because of the acceptable standard of education in the country.
The vice-chancellor, who said this in an interview with the News Agency of Nigeria (NAN) on Monday inAbuja, added that Nigerian graduates had always acquitted themselves creditably in the Diaspora.
"I think the standard is acceptable because if you look at our graduates anywhere you go around the world and you see them, they are working in high places and they are proving themselves.
"So if the standards were lower they would not be able to compete with their peers where they are now. So, to me it is a relative term because the standard in not falling to me.
"We have a lot of room to improve; for example, we need to improve the quality of our teachers especially at the primary and secondary school levels.
"I have been saying this; it is whatever we harvest at those levels especially the secondary school level that comes to the university and in the university you can do minimum modelling to shape them into what the country wants."
Ambali, therefore, state governments to invest more on secondary education in view of its position as the bridge between basic and tertiary education.
He said: "Students should have better classrooms; they should have better teachers and better learning environment because it is the products of these three issues that make up a good candidate for the next level.
"For example, if the classrooms are crowded; if there are no teaching facilities in the classroom; no teaching aids in the classroom; no enough materials to carry out the necessary practical, then the quality of education will become questionable.
"If the teachers are not well paid; they are not well mobilised; they cannot concentrate on their primary assignments."
On the issue of the cut-off mark for admission into Nigerian universities, Ambali said 180 had been pegged as minimum score required of Joint Admission and Matriculation Board (JAMB) candidates.

He said though some universities were under pressure to offer admission to candidates, each university could still fix a score in conformity with its own standard to enable them to get the best applicants.
According to him, JAMB’s minimum cut-off mark for Medicine is between 230 and 235, but individual universities are at liberty to conduct post-JAMB screening to get the best of the candidates.

In Edo... WAEC in trouble as APC, PDP fight over 'fake certificates'

A bench warrant has been issued on theWest Africa Examination Council(WAEC) for its failure to appear before the Edo State Election Petitions Tribunal.
The examination body had ignored an earlier summons from the Tribunal, headed by Justice S. Anjo, to testify in a suit involving thePeoples Democratic Party(PDP) candidate for Oredo East constituency,Okoro Osadebamwen, andOsagboivo Iyohaof theAll Progressives Congress(APC).
According to a PM News report, Osadebamwen had filed a suit claiming that the certificates from primary to university degree presented by Iyoha, leading to his eventual victory at the polls, were all fake due to some discrepancies in the names.
But the defendant claimed his certificates were all genuine
He argued that the names in all the certificates, including Tony which was his baptismal name, belonged to him.
WAEC had been summoned to enable the defendants close their case.
Counsel to the defendant. Barrister Eghogho Enahoro, told the Tribunal that the examination body had collected the subpoena and should therefore have been in court.
Counsel to Okoro, Solomon Odiase, however argued that WAEC's failure to appear is a ploy by the defendant to delay justice before the expiration of the 180 days provided in the Electoral Act.

Edeh's Ark Madonna University builds 'Nigeria's longest exam hall'

A new examination hall constructed at theMadonna University, Okija Anambra state, has been touted as the largest and longest in Nigeria.
Student Pulse gathered from reports that the hall was named 'Edeh's Ark', an allusion to the Biblical Noah's ark and the name of the institution’s Chancellor, Rev.Emmanuel Matthew Paul Edeh.
The hall is so long that it is almost impossible to see the back end from the front end.
A student of the institution who spoke toLinda Ikejisaid the school management hoped to tackle examination malpractice with the record breaking hall.
"The idea is that several exams will hold at the same time," the student said.
"If you are to write an exam in this hall, OYO is your case as students from different levels are made to sit side-by-side.

University of Abuja UNIABUJA certificates are being forged in Abuja — VC

Fake certificates of theUniversity of Abuja(UNIABUJA) are being forged in the Federal Capital Territory (FCT) says the institution’s Vice Chancellor,Michael Adikwu.

According to reports, the Vice Chancellor made the revelation at a forum of theNews Agency of Nigeria(NAN) in Abuja.

"Some of our certificates, I am aware, are being forged in the Federal Capital Territory here," Adikwu said.

"You see somebody with a second class lower in his or her statement of result, but when you check the real certificate its third class you will see."

He said the management has signed contracts with a British firm to produce certificates with security features that will prevent forgery.

"So, we decided that we will screen all certificates and get them ready and we have signed an agreement with a British company to produce certificates that have a lot of security features on it," the Vice Chancellor said.

"Once you look at it, it looks normal, but if you pass it through ultraviolet light, you will find out that a lot of features - up to seven - are on it."

Adikwu revealed that the institution is set to hold its first convocation in six years.

Cut-Off Marks: SERAP Drags JAMB, Unilag To Court

The Socio-Economic Rights and Accountability Project (SERAP) on Monday dragged the Joint Admissions and Matriculation Board and authorities of the University of Lagos to court over their implementation of largely ‘unacceptable’ cut-off marks regime.
Recall that JAMB had fixed cut-off marks for university admission at 180, yet Unilag authorities said students must score nothing lower than 250.
SERAP has therefore taken the two bodies to the a Federal High Court.
The suit number FHC/L/CS/1139/2015 filed Monday at the federal high court by Adetokunbo Mumuni on behalf of SERAP and three applicants affected by the cut-off marks decision, the applicants contend that “the provisions of section 5(1)(c)(iii) of the jamb act are very clear and unambiguous. The letter and spirit of the provisions is to ensure that the preferences of candidates in terms of the university they choose to attend are sacrosanct. Even a contrary or adverse decision by individual university cannot override decision made pursuant to the provisions of section (5)1) (c)(iii).”
The three other applicants are: Adeola Hammed Ayobami; Abass Ololade; and Abass Ajibola. The respondents in the suit apart from jamb and Unilag are: the permanent secretary, federal ministry of justice and the permanent secretary, ministry of education.
The organization is seeking a declaration that the decision by the respondents individually and/or collectively to increase the cut-off point to 250 after stating publicly that it would be 180 interferes with the choices and preferences of the 2nd-4th applicants and several other candidates across the country and therefore directly violates section 5(1)(c)(iii) of the jamb act cap 193 of the laws of the federation
It also seeks a declaration that the cut-off point of 180 set by JAMB cannot be varied by any university in the country including Unilag as doing so would offend the provisions of section 5(1)(c)(iii) of the jamb act cap 193 of the laws of the federation
Other reliefs are: “A declaration that the decision by the respondents individually and/or collectively to increase the cut-off point to 250 after stating publicly that it would be 180 interferes with the choices and preferences of the 2nd-4th applicants and several other candidates across the country and therefore directly violates sections 34 and 39 of the 1999 constitution (as amended) which respectively guarantee to everyone the right to the dignity of human person and the right to receive and impact ideas
“A declaration that the decision by the respondents individually and/or collectively to increase the cut-off point to 250 after stating publicly that it would be 180 interferes with the choices and preferences of the 2nd-4th applicants and several other candidates across the country and therefore directly violates articles 1, 2, 3, 4, 5, 6 and 9 of the African charter on human and peoples’ rights as contained in the laws of the federation
“A declaration that the decision by the respondents individually and/or collectively to increase the cut-off point to 250 after stating publicly that it would be 180 interferes with the choices and preferences of the 2nd-4th applicants and several other candidates across the country and therefore unreasonable, unfair and unjust as it failed to take into account the best interest of the applicants and several other candidates, as children
“An order directing the respondents individually and/or collectively to reverse the decision to increase the cut-off point to 250 after stating publicly that it would be 180 and to fully and effectively implement the publicly announced 180 cut-off point
“An order restraining the respondents individually and/or collectively from going ahead to implement the decision to increase the cut-off point to 250 instead of the publicly announced 180 cut-off point.
“Further or other reliefs as the honorable court deems fit in the circumstance.”
Date for hearing the suit is yet to be fixed.

Students Bicker Over Suspension Of Free Education

Students’ from the Kano State Polytechnic were disillusioned after resuming for the new academic session, only to discover that they have to pay all monies pertaining to registration and other ancillary requests by the management of their respective schools.

Last year, the then State Governor, Dr. Rabiu Musa Kwankwaso declared that education from Primary to University level had become free, a feat that earned him respect and adoration from students and their guardians.

However, no sooner he left, the new administration in the state is seem to have reviewed that policy as each student is now at the mercy of parents/guardian for the payment of all fees at school.
The students complained bitterly and accused the rector, Professor Dalhatu Mohammed Galadanci, of misleading the new Kano State Governor Dr. Abdullahi Umar Ganduje to suspend the policy that is assisting the indigent to pursue life time ambition.
Efforts to speak with the rector were unsuccessful.

Students are now paying over 15000 naira, while non-indigenes studying in the polytechnic are charged from 40,000 to 60,000 Naira, depending on the choice of a program a student is pursuing.

ADMISSION REQUIREMENTS
General Requirements; Applicants must possess at least four (4) credits at not more than two sittings in the SSCE/NECO or its equivalent. Candidates are also expected to fulfill the specific Departmental Requirements for their various courses of choice.
(1) Diploma in Business Education
a. A minimum of four credits in the GCE/OL, SSCE, NECO, WASC including English Language, Mathematics, Economics or Commerce and one other subject at not more than two sittings.
b. Associate Certificate in Education/Accounting/Business Administration/Marketing/Secretarial Studies awarded by an approved Institute of Higher Learning.
(2) Diploma in Hotel and Catering Management Education
a. Minimum of four credits in the GCE/OL, SSCE, NECO, WASC including English Language, one of Biology/ Agricultural Science,Health Science and any two ofEconomics, Geography, Food and Nutrition, Home Management, General Science. In addition, candidates are expected to poses a minimum of P7 or P8 in Mathematics and Chemistry at not more than two sittings.
b. TC II with at least Merit passes in (4) subjects as required in (a) above and passes in Mathematics and General Science.
(3) Diploma in Library Science Education
a. A minimum of four credits in the GCE/OL, SSCE, NECO, WASC O LEVEL including English Language, at not more than two sittings.
b. A minimum of (4) Merits in TC II including English Language.
c. Any other equivalent qualification acceptable to Senate as in (a) and (b) above.
(4) Diploma in Nursery and Primary Education
a. A minimum of four (4) credits in the GCE/OL, SSECE, NECO, WASC O/Level including English Language at not more than two sittings.
b. A minimum of four (4) Merits in TC II including English Language.
c. Any other equivalent qualification acceptable to Senate as in (a) and (b) above.
(5) Diploma in Integrated Science Education
a. A minimum of four (4) credits in the GCE/OL, SSCE, NECO, WASC O/Level including Mathematics and any two of the following Science subjects: Biology, Chemistry, Physics, Agricultural Science, Home Economics/Food and Nutrition with at least a pass in English Language at not more than two sittings.
b. A minimum of four (4) Merits in TC II in the relevant Science subjects as indicated in (a) above. Merit in Arithmetic processes would be considered a substitute for Mathematics
(6) Diploma in Physical and Health Education
a. A minimum of four (4) credits in the GCE/OL, SSCE, NECO, WASC O/Level including English Language and Biology or Health Science at not more than two sittings.
b. A minimum of four (4) Merits in TC II including English Language and Physical Education.
c. Holders of Associateship Certificates in Education.
d. Candidates who are deficient in English Language but have the required minimum of four (4) credits in GCE/OL, SSCE, NECO, WASC or Merits in TC II but must be a recognized current state and or national Sportsmen or Women with evidence of sports performance may be considered.
(7) Diploma in Secretarial Studies Education
a. A minimum of four (4) credits in the GCE/OL, SSCE, NECO, WASC .O Levelincluding English Language, Economics or Commerce and two other subjects at not more than two sittings.
b. Associate Certificate in Education/Accounting/Business Administration/Secretarial Studies awarded by an approved Institute of Higher Learning.
(8) Diploma in Mathematics Education
a. A minimum of four (4) credits in the GCE/OL, SSCE, NECO, WASC or equivalent including Mathematics with at least a pass in English Language at not more than two sittings.
(9) Diploma in Biology Education
a. A minimum of four (4) credits in the GCE/ OL, SSCE, NECO, WASC or equivalent including Mathematics and Biology with at least a pass in English Language at not more than two sittings.
(10) Diploma in Chemistry Education
a. A minimum of four (4) credits in the GCE/OL, SSCE, NECO, WASC or equivalent including Mathematics and Chemistry with at least a pass in English Language at not more than two sittings.
(11) Diploma in Physics Education
a. A minimum of four (4) credits in the GCE/OL, SSCE,NECO, WASC or equivalent including Mathematics and Biology with at least a pass in English Language at not more than two sittings.
(12) Diploma in Health, Safety and Environmental Education
a. A minimum of four (4) credits in the GCE/OL, SSCE, NECO, WASC O/Level including English Language and one Science subject from Biology/ Heath Science, Agricultural Science, Chemistry and Physics and two (2) other subjects at not more than two sittings.
(13) Diploma in Computer Science Education
a. A minimum of four (4) credits in the GCE/OL, SSCE, NECO, WASC or equivalent including English Language and Mathematics and any other two (2) Science subjects at not more than two sittings.
b. A minimum of four (4) Merits in TC II including English Language and Mathematics and any other two (2) science subjects.
(14) Diploma in Early Childhood Education
a. A minimum of four (4) credits in the GCE/OL, SSCE, NECO, WASC O’Level including English Language at not more than two sittings.
b. A minimum of four (4) Merits in TC II including English Language.
c. Any other equivalent qualification acceptable to Senate as in (a) and (b) above.

Candidates are required to visit www.delsuonline.com to generate an applicant virtual pin of N10,000.00 (Ten Thousand Naira) only and make payment to any of the following banks: Ecobank, Unity Bank, Zenith Bank and UBA
1. (a) Candidates should, with the pin for payment access, complete the Delta State University, Abraka, 2015/2016 Diploma form online at http//www.delsuonline.com with their recent coloured passport size photograph scanned to the JPEG format and not more than 20kb IN SIZE.
(b) Candidates are advised to use virtual pin immediately after payment as the pin will be invalid after six (6) hours of generation.

(d) Candidates are required to come to the examination venue with the following.
